UPDATE: DY 1 DSRIP Payment and TexNet Connect enrollment

Please see below from Rhonda Hites regarding TexNet Connect. This is an update message from yesterday.

In summary, if you are not currently enrolled it is unlikely that you will make the April 30th deadline. The Comptroller’s office has advised HHSC that the enrollment process will take 5 to 10 days.  HHSC will do a final DY1 DSRIP payment for all providers who do not meet the April 30th deadline. HHSC estimates a final DY1 DSRIP payment will occur in late July or early August 2013.

HHSC has received numerous calls and emails regarding access to TexNet Connect. Instructions regarding this requirement are in the [RHP Plan Template Companion Document] as well as the HHSC Rate Analysis web page.  All providers who will be IGT’ing funds for the 1115 Waiver (DSRIP & UC) must be enrolled in TexNet Connect. If you are not currently enrolled you must complete an 89-103 TexNet Enrollment Form. The form can be located at http://www.hhsc.state.tx.us/rad/hospital-svcs/uc-dsrip.shtml

If you are not currently enrolled it is unlikely that you will make the April 30th deadline. We estimate that this final payment will occur in late July or early August 2013. We will send out notification regarding this payment at a later date.

TexNet Update: Additional DY1 DSRIP Payment set for June 18, 2013

RHP 2 Stakeholders:

We received a good number of calls and e-mails following yesterday’s notification from HHSC on the TexNet requirements for DY1 DSRIP payments.  In our capacity as anchor, we shared these concerns directly with HHSC waiver management; and, I am glad to report that HHSC has announced an additional payment date for DY1 DSRIP for providers who are unable to IGT by the April 30, 2013 deadline due to TexNet Enrollment.  The final DY1 DSRIP payment date is tentatively set for June 18, 2013.  Again, this is in addition to the initial May payment for those who have their TexNet requirements in order by the April 30, 2013 deadline.  Read the rest of this entry »

Attached is the modified IGT Affiliation Spreadsheet with the assigned affiliation numbers for your RHP. Please note that some Affiliation Numbers have been changed. Affiliation numbers beginning with 700 and 800 are being phased out as they were applicable to the former UPL program. If there is an affiliation number beginning with 700 or 800 please be advised that it will be changed in the future but is still valid for the DY1 DSRIP payment. Read the rest of this entry »

DY 1 Payment Timelines and DY1 UC IGT Commitment Deadline Reminder

Dear RHP 2 Stakeholders:

Attached [UC DSRIP Payment Timeline DY1 4Q] is the DY1 Waiver Payment Timeline we received from HHSC on Friday afternoon.  Please review and advise if you have any questions.

All RHP 2 IGT Commitments for Uncompensated Care (UC) are due to my office by 5 p.m. CST tomorrow, Tuesday, April 16, 2013.  This is a firm deadline given our requirement to compile the regional UC information for HHSC by Thursday.  Please remember this deadline is for UC ONLY, not DSRIP.

Please send all IGT Commitments to: Bobbie Guyton (bjguyton@utmb.edu) with a cc: to Mary Gonzalez (mlgonzal@utmb.edu).  Please make sure you also provide the requested contact information for your facility as well as your designated governmental entity/entities.  If we do not receive this by 10 a.m. CST tomorrow, Bobbie or Mary will plan to reach out to check status in advance of the deadline.

AGENDA/PARKING INFORMATION: For April 12, 2013 RHP 2 1115 Waiver Meeting

We’ve posted the agenda for this week’s RHP 2 meeting, which will be held at UTMB’s Specialty Care Center at Victory Lakes in League City, Texas on Friday, April 12, 2013 at 9 a.m. CST.

You will notice a full agenda, mainly due to multiple updates from HHSC and discussion required as a result of Program Funding and Mechanics Protocol (PFM) changes that became effective April 4, 2013.  Additionally, we will have two focus presentations on Nurse Managed Primary Care and RHP 2’s Learning Collaborative initiative.

IMPORTANT PARKING NOTICE:
Due to construction and full clinic/out-patient surgical schedules, meeting participants are kindly asked to park in the Victory Lakes Park and Ride lot, located next to the UTMB Specialty Care Center at Victory Lakes.  Please park at the south end of the facility closest to UTMB.  It is about a 5-7 minute walk, or you may utilize the shuttle service we have arranged for meeting participants. 

I certainly apologize for any inconvenience this may cause, and thank you in advance for helping us ensure that our patients have convenient parking access for their scheduled appointments this Friday.

TIN Correction Resources for RHP 2 Providers

Dear RHP 2:

Please pardon another 1115 Waiver-related e-mail; however, things are moving fast with approaching deadlines, and it is important to keep stakeholders updated as we receive communication from the state.

HHSC Rate Analysis has provided the following resources to assist with any outstanding TIN issues:

  1. Direct Deposit:  If you need to establish direct deposit for your TIN, please complete Form 74-176 at the following link http://www.window.state.tx.us/taxinfo/taxforms/74-176.pdf and return the form directly to Rhonda Hites via email at Rhonda.Hites@hhsc.state.tx.us.  Processing usually takes 2 days.
  2. Inactive TIN:  If your TIN is inactive, please complete Form AP-152 at the following link http://www.window.state.tx.us/taxinfo/taxforms/ap-152.pdf and submit directly to the State of Texas’ Comptroller’s Office.  For assistance in completing this form, please contact 1.800.531.5441, ext 68138 or at 512.936.8138.

Info needed on intergovernmental transfer (IGT) commitment amounts for Region 2

RHP 2 Performing Providers and Intergovernmental Transferring (IGT) Entities:

As your anchor for RHP 2, we have been asked to assist Health and Human Services Commission (HHSC) obtain information needed for them to make the final waiver Demonstration Year (DY1) 2012 uncompensated care (UC) payments.   Specifically, we will need to obtain/confirm the intergovernmental transfer (IGT) commitment amounts for the hospitals within our Regional Healthcare Plan (RHP).  This is essential in the determination of any limitations that may be placed on these final waiver payments.  IGT commitment amounts are the non-federal (state) share of funds needed as match to obtain federal waiver funds.

I have asked Bobbie Guyton, in my office, to help me reach out to each of the UC providers (hospitals and eligible physician groups) in RHP 2 to obtain the information requested by the state.  HHSC has provided us with an Excel workbook that contains a pre-populated listing of providers that are eligible for the UC final waiver payments.  The workbook that we must turn into HHSC contains multiple spreadsheets and requires both IGT commitment information and contact information.  The contact information is for the anchor, providers and government entities that are providing the committed IGT funds.  We will need both a primary contact and a back-up/secondary contact.

In order to meet our 5:00 p.m., Friday, April 19, 2013, deadline, we need all information in our office by 5:00 p.m. on Tuesday, April 16, 2013.  It is essential that we meet this deadline.  Delays in HHSC receiving any of these workbooks or submission of incomplete workbooks may delay UC payments to all providers. 

PLEASE NOTE:   Providers are responsible for working with their governmental entity partners to obtain and verify the IGT commitment amounts that you send us to import into the workbook.  These IGT commitments are amounts that the governmental entity is ready to transfer in early May, when requested to do so by HHSC.  Providers and their governmental entities will be notified at a later date of the final waiver payment amount, the actual IGT amount to be transferred to the comptroller, and the IGT transfer deadlines.   This information cannot be made available until the IGT commitment information is received and the determination and calculation of any payment limitations is conducted by HHSC. 

Again, please be on the lookout for communication specific to your hospital/physician group over the next few days from Bobbie or me.  We will also discuss this request in more detail at Friday’s RHP 2 meeting.
