HHSC Technical Assistance Conference Call

Dear RHP 2 DSRIP project owners:

HHSC will provide a two hour technical assistance conference call exclusively for our region on Tuesday, May 21st from 1:00-3:00 pm (Dial in #1.877.226.9790, Access Code:  3020674).  This call will be an opportunity for project owners to communicate with HHSC staff about CMS’ DSRIP feedback.

RHP 2 DSRIP Stakeholders:

I have received numerous requests today from RHP 2 DSRIP project owners for the “final” project version that was submitted to HHSC/CMS.  If you would like to review the March 1, 2013 RHP 2 Plan submission, please visit the following link:

Additionally, we will post all RHP 2 Workbooks to the regional website by close of business today, so you can review the submitted values for all projects by category and demonstration year. [RHP 2 Workbooks]

PLEASE NOTE:  We are waiting for HHSC to provide us with cover sheets, which are required for project revisions.  Per the May 3, 2013 Companion Instructions for Resubmission to CMS document, there is a four-phase revision process, with the most immediate timeline in phase 1 that provides a 28-day turnaround time from the date we receive the project coversheets from HHSC.  In the meantime, please use this time to carefully review the CMS findings for your projects.  We will have more details to share at our upcoming meeting next Friday, May 17, 2013.

RHP 2 Initial Review Findings from CMS

Dear RHP 2:

Attached are the [CMS initial review findings] for our Regional Health Partnership (RHP) Plan, which we received this afternoon.  While I have not had a chance to review the attached document in detail, I wanted to share it with the regional stakeholders without any further delay.

The UTMB Anchor Team will be working closely with HHSC to identify the next steps necessary to resolve the outstanding issues that CMS identified with RHP 2’s 86 Category 1 and 2 DSRIP projects and 91 Category 3 DSRIP projects.  As we receive additional instructions for performing provider responses (including DSRIP project edits), we will communicate those to the region.


Please plan to attend the upcoming RHP 2 meeting, next Friday, May 17, 2013, at UTMB’s Specialty Care Center at Victory Lakes in League City, Texas.  We will review the CMS findings in detail, discuss our region’s response strategy and map next steps to implement those DSRIP projects that have received initial approval.  Please RSVP to Bobbie Guyton on/before 5 pm, Monday, May 14, 2013.  Bobbie can be reached by e-mail at: or by phone at: 409-766-4045. HHSC 1115 Waiver Webinar Reminder and Materials – TODAY at 2 pm CST

RHP 2 Stakeholders:

Please find attached the [PowerPoint presentation] for today’s webinar.  Also attached is an updated version of the [companion document] reflecting a July 31, 2013 deadline for replacement projects rather than the previously incorrect August 31, 2013 date.  HHSC will continue to make other updates to the companion document, but this is the only change they have included in today’s revisions.

1115 Waiver: Who will qualify for a DY2 advance payments?

To RHP 2 Hospitals and Eligible Physician Groups:

According to HHSC, there has been some concern and confusion as to which providers (hospital and eligible physician groups) will be eligible for an advance demonstration year two (DY2) uncompensated care (UC) payments under the 1115 Medicaid Waiver.  Please see the information from HHSC below, and do not hesitate to let me know if you have any questions.

2012 UC IGT Commitments, May 7, 2013 Webinar, EWC Presentation and NEW Companion Document for Initial CMS Review Findings

Good Morning RHP 2 Stakeholders:
As we await our RHP reply from CMS (expected Thursday, May 9, 2013), I wanted to share a few important items from HHSC.  Please pay special attention to those with deadlines, and feel free to contact me if you have any questions and/or need further clarification.

  • Preliminary 2012 UC IGT Commitments:  Please see the attached Excel spreadsheet [Preliminary 2012 UC IGT Commitments] and the official e-mail from HHSC below.  If you have any questions or comments on this document, or if you notice any errors, please notify HHSC no later than 5:00 p.m. CST on Tuesday, May 7, 2013 by emailing HHSC at
  • Companion Document for Initial CMS Review Findings:  The companion document [Companion Document] outlines the processes and procedures RHP’s will follow as they further refine DSRIP during the CMS revision process.
  • HHSC Executive Waiver Committee Presentation:  The attached PDF [EWC] is a recent presentation that HHSC gave the Executive Waiver Committee.  It provides a high-level overview of the 1115 Medicaid Waiver status, along with next steps.
  • HHSC Webinar Reminder:  As a reminder, HHSC will host a webinar on Tuesday, May 7, 2013 at 2:00 p.m. CST to present changes to the PFM and address CMS initial review findings.  This is an important webinar for performing providers, so please make plans to participate.  Log-in Instructions are attached [HHSC webinar].

HHSC Webinar: May 7, 2013

The Health and Human Services Commission (HHSC) is hosting a technical assistance webinar for Regional Healthcare Partnership (RHP) anchors and providers that have proposed Delivery System Reform Incentive Payment (DSRIP) projects under the 1115 Transformation Waiver. The purpose of the webinar is to review changes to the Program Funding and Mechanics (PFM) protocol, discuss how RHP anchors and DSRIP providers should address federal Initial Review Findings for RHP Plans, and discuss timelines for next steps. Access information follows:

SAVE THE DATE: RHP 2 Meeting to Discuss CMS Feedback (05/17/2013)

The Centers for Medicare & Medicaid Services (CMS) 45-day review period for Region 2’s 1115 Waiver submission expires Thursday, May 9, 2013.

To meet the above deadline, we anticipate feedback will be sent to us (as anchor) on/before close of business on May 9th.  Upon receipt, we will begin distributing feedback to performing providers in the same fashion as we did following the initial DSRIP project review by the Texas Health and Human Services Commission (HHSC).  We understand that detailed instructions will be sent with our RHP feedback from CMS, and we will share that information as well.  My office, in addition to HHSC, will work with performing providers to revise projects that need additional work to receive approval, including demonstrating a meaningful impact on healthcare delivery for both the Medicaid and uninsured populations.

Please remember that the upcoming CMS initial approvals will be for Demonstration Years (DY) 1-3 ONLY (through September 30, 2014).  HHSC will work with CMS to get full approval of most projects (DY 4-5) by September 1, 2013, which will enable projects to earn incentive payments for the final two years of the waiver (October 1, 2014-September 30, 2016).

RHP 2 will hold a regional meeting on Friday, May 17, 2013 (9-11 a.m. CST at UTMB’s Specialty Care Center, League City, Texas) to review the CMS feedback in greater detail, discuss implementation of approved DSRIP projects and plan for next steps on shared goals, such as the Regional Learning Collaborative.  This will be an important meeting, and we will send out the meeting agenda and pertinent details closer to the date.
