Dear RHP 2:

We are officially calling for new DSRIP projects for DY 3-5 for Region 2.  While we do not yet know the final amount of “cap” room in our  region, we had approximately $8,000,000 after the last pass.  This amount will be prorated by the number of years remaining, but then would possibly grow again based on CMS valuation outcomes.  There is also opportunity for our region to secure additional dollars through transfers if other regions do not use their full allotment, mainly due to the inability to secure IGT funding sources.  As discussed in our last regional meeting, we will not know the full value of “cap” room (without any regional transfers) in RHP 2 until CMS has approved all submitted DSRIP’s and assigned final valuation, and until we ensure all project withdrawals are made if a provider decides not to proceed after CMS’ final offer.  Please be assured that Katrina and I are watching this very closely for the region, and we will report back to the stakeholders what we learn.

In the meantime, if your organization has ideas for new projects, we would like you to complete the [attached document].   The deadline to submit your proposal is 5pm CST on Friday, September 20, 2013.   Please submit via e-mail with the subject reading, “PROVIDER NAME – NEW DSRIP PROJECTS FOR REVIEW.”  Send to me: with a cc: to Bobbie Guyton at

After all submission are in and accounted for the Regional Steering Committee (RSC) for RHP 2 will begin a process using a version of the attached sample scoring template to decide the order the projects move forward and the possible split of funds in RHP 2 based on the outcomes of the scoring process.

It is critical that you remember that an IGT entity must be committed to fund the new DSRIP project(s), and this should be identified up front.

Per HHSC, we anticipate that we will have to submit the prioritized list of three-year projects in October (exact date TBD) and have been told full project descriptions for new three-year projects will be due in December (exact date TBD).  Also attached is a [sample scoring template].

RHP 2: 1115 Waiver Important Deadlines

Dear RHP 2,

Please make sure you are aware of the two (2) following deadlines related to the 1115 Medicaid Waiver:

  • Saturday, August 31, 2013:  August DY2 reporting due.
    • Please note that this deadline falls on a Saturday; and there will NOT be any extensions.
    • Reports not in by midnight on August 31, 2013 will not be accepted, and the next opportunity for reporting will be in October 2013.


  • Friday, September 13, 2013:  IGT Entity Feedback Forms due to HHSC
    • IGT entities are not required to provide comments; however, if they believe DY2 reporting is not accurate, this would be their opportunity to provide feedback to HHSC.

1115 Waiver: “Advancing Health Promotion through Social Media”

Please see a message below from Christen Miller, with UTMB’s Center to Eliminate Health Disparities.  This is related to their request for feedback and assistance on an 1115 Waiver DSRIP project aimed at “Advancing Health Promotion through Social Media.”   Please see below.
Dear RHP Region 2,

I am writing to request your help identifying individuals in your institution and/or community who are involved in initiatives that use social media or electronic messaging to promote patient health.

These individuals will be part of a Region-wide social media assessment, which is the first DY2 Milestone of UTMB’s 1115 Waiver DSRIP Project, “Advancing Health Promotion through Social Media.”  Specifically, I would like to know:

1)     In your institution and/or community do you know of any initiatives that use social media to improve patient and/or community health?

2)     If YES, please send the Name, Email Address, Phone Number, and Institution/Employer of the individual(s) conducting social media initiative(s) to Christen Miller (

We will be sending these individuals a 12-question survey about the goals, structure, and outcomes of their social media initiative. We plan to share the combined assessment results with the Region. We are interested in past, present, and future initiatives; and initiatives do not need to belong to a performing provider or be part of the 1115 Waiver.

RHP 2 DSRIP Projects to CMS: 15 day review clock has begun

I am happy to report that as of Friday, August 16, 2013 HHSC submitted all RHP 2 DSRIP projects with phase 1 flags to CMS.

CMS has 15 days to review the projects and provide feedback to the state and the RHP. CMS may communicate to HHSC about preliminary results of the review during the 15-day period, and HHSC will inform us, as anchor, if any such communication takes place. We will pass on any information/updates to the performing provider accordingly.

Update on Status of Transformation Waiver Phase 1 & 2 and QPI Information

Dear RHP 2 Stakeholders:

Attached [CMS Re-review projects without issues] is an update on the status of both Phase 1 & 2 that HHSC has asked us to share with providers in our region.  Also attached [Updates Regarding Processing of Delivery System Reform].

QPI Spreadsheets:  If you feel you have completed your QPI spreadsheet incorrectly based on HHSC feedback or additional directions, you may now make edits. Please take time to review the .pdf attachment on DSRIP projects for Phase 1 & 2, giving special attention to the QPI correction instructions/process beginning on page 2 of the document.  Making changes to incorrect entries will speed up the approval process, so we highly encourage you to take advantage of this opportunity if you feel you need to do so.  The deadline to send revisions back to us (RHP 2 Anchor Office) is noon, Friday August 16, 2013.  Please send to me: with a cc: to Bobbie Guyton at using the file naming system they prescribe in the attached document.

CMS Phase One Feedback:  Yesterday HHSC received the first formal letter in response to Phase 1, and has sent the letter along to the RHP.  HHSC also received a preliminary list of 66 Phase 1 projects that have no issues and should be approved when the formal letter comes for those RHPs.  We are passing this information along at this point because we know DSRIP providers are anxious to hear about the status of their projects.

We will send additional information out by early next week on the process to submit new projects for DY3-5, along with the process our region will use to score projects and rank them for possible inclusion into the RHP.  We will also announce RHP 2 upcoming public hearings for the next pass and to meet post-award notification requirements.

Dear Region 2 Stakeholders,

Below are a few updates from last Friday’s Region 2 1115 Medicaid Waiver meeting. If you have any questions or need assistance, please contact me.

• HHSC has clarified that while they are sending individual DSRIP projects to CMS upon completion of their review, the official CMS “15-day” review clock will not begin until all projects in a region are received. As anchor, we anticipate being notified when HHSC has sent the last of our region’s projects to CMS. We will advise stakeholders immediately upon notification.

• Regional stakeholders should begin identifying who they will delegate to represent their organization as part of the Region 2 Learning Collaborative. Delegates should be individuals who will actively work alongside others in the region to plan, execute and contribute to overall collaborative initiates, such as the first goal centered around reducing 30-day readmissions.

• If your organization receives any direct feedback from HHSC that requires a response, please make sure to copy me ( and Bobbie Guyton ( We will need to incorporate any DSRIP project modifications into the final (revised) regional plan submission.
