1115 Waiver – Submission Update and Key Dates

RHP 2 Providers and Stakeholders:

In compliance with HHSC and CMS guidelines, The University of Texas Medical Branch at Galveston (UTMB), anchor for Region 2, has submitted the RHP 2 Plan Modification Request.  Included are the following:

Ten (10) new DSRIP project proposals:

  • Nacogdoches Memorial Hospital:  Expand Primary Care Capacity (Maternal Care Clinic)
  • Spindletop Center:  Youth Substance Abuse Prevention Programs
  • The Burke Center:  Medical Detox and Treatment Services
  • The Burke Center:  Mental Health Education, Outreach and Engagement
  • The Gulf Coast Center:  Crisis School Response
  • The Gulf Coast Center:  Safe Harbor
  • The Gulf Coast Center:  Transitions of Care for COPSD
  • The Gulf Coast Center:  Smoking Cessation
  • The Gulf Coast Center:  Peer Support Program
  • The University of Texas Medical Branch at Galveston (UTMB Physician Practice):  Expand Specialty Care Access in Jefferson and Surrounding Counties (Pediatrics)

 One (1) new Intergovernmental Transfer (IGT) entity:

  • Midland County Hospital District, dba Midland Memorial Hospital

With this latest submission, the Region 2 Anchor Office staff has successfully met all of the CY 2013 HHSC/CMS deadlines.  Our region’s Annual Report and each provider’s Phase 4 Workbook/Plan Modification forms were transmitted earlier in the month.  

HHSC has provided the following key dates through March 2014 (please note these are subject to change):

  • December 23, 2013 – HHSC provides results of DY 2 October reporting reviews, including requests for metrics that need more information (NMI)
  • Early January 2014 – IGT due for October DY 2 DSRIP payments if October reports are approved by HHSC and CMS on December 6, 2013 (FMAP 58.69)
  • Mid to Late January 2014 – HHSC provides feedback on Phase 4 submissions
  • January 17, 2014 – Providers respond to DY 2 October reporting “Needs More Information” (NMI) requests
  • February 7, 2014 – HHSC and CMS will approve or deny the additional information submitted in response to HHSC comments on October reported milestone/metric achievement. (Approvals will be processed in April for payment in July)
  • Mid January 2014 – HHSC will request confirmation of lead contacts, related to Section I. of the RHP Plan
  • Late January 2014 (21st – 27th) – October DY 2 DSRIP payments processes
  • Late January – Early February 2014 – Phase 4: RHPs submit responses to HHSC feedback. Performing providers must submit responses to HHSC feedback to the Anchor to compile and send in one submission packet to HHSC by the due date
  • Through March 31, 2014 – HHSC will work with the RHPs to clean up any outstanding issues from Phase 4 and the CMS valuation review
  • March 2014 or Later – Full plan resubmission (contingent on CMS approval of deadline)

Please Note:

1115 Waiver: Important Updates & Deadlines

Dear RHP 2 Performing Providers and Stakeholders:

This e-mail, including the three (3) attachments, provides important information regarding the 1115 Waiver.  Please take time to review, and let me know if you have any questions.  Please pay special attention to deadlines, particularly the updates regarding UC payments and new DY 3-5 DSRIP projects highlighted in yellow.


This document includes general updates, including a timeline for planning purposes.

  • For UC Only Hospitals, HHSC notified Anchors that, at this time, they do not need anything from your hospital related to Category 4.  HHSC will notify you when Category 4 reporting is due for your hospitals.
  • The attached [] “Framework for Category 3” is a “draft” document from HHSC that outlines a proposal from HHSC to CMS related to Category 3.  Under discussion is the possibility of splitting payments related to Category 3 between “pay for reporting” and “pay for performance.”   More information will be forthcoming once HHSC and CMS negotiate the final outcome. 


  • 124 projects (all regions combined) are still under review by CMS for DY 4-5 valuation.  In RHP 2, we have nine (9) projects on this list.  Our office will work with providers as we receive additional instruction from HHSC on next steps.  It is important to note that CMS has not made a determination that projects on this list are overvalued; rather, CMS has indicated that they are still evaluating these projects.  For all other projects, CMS has indicated that they are no longer reviewing those projects for DY 4-5 valuation.

1115 Waiver Update: NEW/UPDATED 3-Year Projects Workbook Posted

Dear RHP 2 Providers with Pass 4 (DY3-5) DSRIP Projects to Submit:

Per HHSC, there were errors with the 3-year projects Excel workbook, with Category 3 values for DY 3 being duplicated for DYs 4 & 5 on the Checkpoint tab.  The state has updated the workbook and a new one was posted on 11/26 to the website (
