1115 Waiver: Carry-Forward Information

Dear RHP 2 Providers: 

As you may have read in the Anchor Call Notes I sent earlier this week, HHSC and CMS are in the midst of discussions regarding carry-forward metrics from one demonstration year (DY) into the next.  While there is nothing “formal” yet, one important part of this discussion is that providers who wait and report Category 1 or 2 DY2 carry-forward metrics in October 2014 will most likely have only one opportunity to submit supporting documentation and “complete” files for payment.  This means that if the above change is initiated, providers who wait until October will have only one chance to report and the “needs more information” option would not be available for those metrics.  Further, any dollars tied to the metric(s) not meeting HHSC’s approval would be lost. 

So, if you have any DY2 carry-forward metrics for Category 1 or 2, we strongly encourage you to report them now for April reporting if you can do so.  While the choice is yours, please remember that April reporting for Category 1 or 2 carry-forward metrics provides you the added cushion to respond to HHSC should they request additional information or seek further clarification.

1115 Waiver: 4/11/14 Anchor Call Notes and Updates

Dear Region 2 Performing Providers and Stakeholders:

[Attached] you will find the anchor call notes from Friday, April 11, 2014.  For your convenience, please refer to them for additional guidance on April reporting, new 3-Year DSRIP response requirements and other pertinent important information related to the 1115 Medicaid Waiver.

Also, please note that the DY 2 carry-forward templates are now “refreshed” and available for download as well as the QPI reporting template pilot.  Both can be accessed at: http://www.hhsc.state.tx.us/1115-Waiver-Guideline.shtml

Please make sure you adhere to the important HHSC deadline this month:

  • New 3-Year Project Responses:  Due to Anchor Office by 5pm, April 16, 2014
  • April DY3 & DY2 Carry-Forward Reporting:  Due to Deloitte by 5pm, April 30, 2014

1115 Waiver – Media/Marketing Engagement

Dear RHP 2 Performing Providers:

As we are working on DY3 April reporting, HHSC is also encouraging all performing providers to make sure that the impact of their efforts is being shared with those they are working to serve as well as interested stakeholders in your service area.  Engagement within your organization from Marketing and Communications can be very useful in making sure that the your projects are able to reach those who need them the most, and exposure in local media can be extremely helpful as well.

Our anchor office would like to hear from you on what steps you have taken to-date to promote your programs:

  • Which project(s)?
  • Who have you worked with in media?
  • What types of media exposure have you had so far?
  • What is in the queue? 

We are also interested in learning if your organization has a Marketing and Communications area and who the contact is for purposes of promoting your efforts under the 1115 Medicaid Waiver.  If you do not have a designated department, who in your organization may be able to assist with publicity efforts.

DSRIP: DY3 April Reporting Documents available from HHSC

Dear Region 2 Performing Providers:

April reporting templates and instructions were released today by HHSC.  http://www.hhsc.state.tx.us/1115-Waiver-Guideline.shtml

Please read all notices carefully, open the documents related to your organization, and look at the timelines outlined on the website.  You will be submitting all documentation to Deloitte with a courtesy copy to the RHP 2 Anchor Office; the deadline for the submission is 5:00pm CT on Wednesday, April 30, 2014.

Please remember that even if you are not reporting on milestone/metric payment, HHSC requires a status update (midyear assessment).  DY3 April reporting covers the time period through March 31, 2014.   Also note that if you did not report all of DY2 milestones/metrics for payment, you will need to report on those as well.
