11/20/15 Anchor Update

Good afternoon RHP 2:

Anchors –

We’ve been busy reviewing October DY4 reporting submissions, but wanted to update you on a few areas:

Category 3 Stretch Activity 3

  • Attached is a guidance document for Category 3 Stretch Activity 3. This will give you and your providers a framework for working on a program evaluation for reporting in October DY5 if you have a Category 3 outcome that requires the completion of Stretch Activity 3. We will also post this on the waiver website under Category 3.
  • We are developing a template for reporting your SA3 evaluation findings to HHSC, so look for that early next year.
  • Questions related to other stretch activities should be sent to the waiver mailbox.

Waiver Extension Feedback

  • The survey for stakeholder feedback on the DSRIP protocol level proposals is still open and posted on the Waiver Renewal The survey link is
  • We will continue to keep it open in its current form until we have any updates to make based on conversations with CMS, at  which point we will update it for additional stakeholder feedback on new items or changes.

DY4 Annual Report

  • Just a reminder that the DY4 Annual Report is due to HHSC by December 15, 2015.  If you did not receive the report template from us, please let us know.

Myers & Stauffer Webinar

  • Attached are the presentation and a Q&A document from the webinar MSLC held on November 4th about their process for Cat 3 baseline reviews and Cat 1 and 2 validation.   We will also post these documents on the waiver website under Recorded Webinars/Conference Calls (although there is no recording of this webinar).

Potential Grant Opportunity

  • The Substance Abuse Mental Health Services Administration (SAMHSA) recently released a Funding Opportunity Announcement for grants to expand care coordination Targeted Capacity Expansion (TCE) through the use of Technology Assisted Care (TAC) in targeted areas of need.  This could be a good opportunity for DSRIP Anchors and/or providers to coordinate and provide recommendations to the state. RHP2 – DSRIP Estimated DY4 Round 2 IGT Summary File

Good afternoon RHP2,

HHSC has sent the Anchors the estimated [DY4 Round 2 IGT and Projected Payment summary], with the assumption that all metrics reported for achievement will be approved.  Please review this file for your organization to ensure that what HHSC has on file matches what you expect them to be.

  • If there are any concerns, please notify the HHSC Waiver mailbox (with a copy to myself ( and Susan Seidensticker (
  • HHSC would also like to verify that the IGT entity information is correct.  As noted below, if there needs to be a change to the IGT it needs to be submitted to HHSC by COB on Tuesday, November 24, 2015.

Anchors –

The attached file contains IGT estimates based on the assumption that all milestones/metrics reported as achieved in DY4 Round 2 will be approved by HHSC.  The estimates use the current IGT percentage allocations for each project.  Providers and IGT Entities may use these estimates to determine the maximum amount of IGT that may be due this round and to determine if IGT changes are needed.

Providers should submit any IGT changes by November 24th using the IGT Change Form Note that the FMAP used for January 2016 payments is 57.13.

RHP2: IMPORTANT COMPLIANCE WEBINAR: Category Baseline & Category 1 / 2 Validation Process

Good afternoon  RHP2:

Please note the following information shared by HHSC late Friday and posted on their website this morning.  Myers & Stauffer will be hosting a webinar this Wednesday, November 4th, to discuss the process and provide an overview of the continued Category 3 baseline review and the upcoming Category 1 & Category 2 metric validation.  Following the presentation, MSLC will be available to answer questions from providers about the process.

We STRONGLY encourage all project leads to participate in this webinar even if you do not currently have anything under review. All providers will undergo the compliance review process at some point, and the information shared and the insight gleaned from other provider questions may be of benefit.


MSLC is hosting a webinar to provide an overview of the process for the upcoming Category 3 Baseline Reviews and Category 1 and 2 validation and answer questions about the process.  This should assist with the communications process for review.
