RHP 2: Reminder of Key DSRIP Reporting Dates

Please be reminded that today Friday, April 22nd is the HHSC deadline to submit April DY5 general reporting questions to the HHSC mailbox: TXHealthcareTransformation@hhsc.state.tx.us

The deadline for submission of Category 3 questions has passed.

If you have not done so already, the Anchor Office encourages you to review your information as soon as possible so that you can get any questions in to HHSC ahead of their deadlines.

RHP 2: Reminder of key DSRIP Reporting dates

The Anchor Office would like to remind you that while the DY5 April Reporting deadline has moved to May 4th, HHSC has not updated their cut-offs for reporting related questions to their Mailbox (TXHealthcareTransformation@hhsc.state.tx.us).

  • All category 3 questions are to be submitted by Wednesday, April 20th
  • All other reporting questions, including alerts of related to DY5 data in the reporting system, are to be submitted by Friday, April 22nd

1115 Transformation Waiver Extension Update

Dear RHP 2:

I am in receipt of attached letter that has been formally submitted to the Deputy Administrator and Director, Centers for Medicare and Medicaid Services, Center for Medicaid and CHIP Services at The Centers for Medicare and Medicaid Services (CMS).  It outlines Texas’ request for an initial 15-month extension of the 1115 Medicaid Demonstration Waiver.

If CMS is agreeable, this extension period would allow time for state and federal government leaders to work through the terms of a longer, more expansive agreement.

You will see an annual ask of $3.1 billion for both DSRIP and Uncompensated Care, which translates to $3.875 billion for the requested 15-month extension period. This equates to an overall combined amount of $7.75 billion for 15 months.  Amounts are all funds (state and federal shares).

We will continue to update you on 1115 Medicaid Demonstration Waiver negotiations as we are informed in our capacity as a Regional Anchor.

Texas Primary Care and Health Home Summit-June 9-10

Good afternoon Region 2:

I wanted to apprise you of the Texas Health Institute’s upcoming Texas Primary Care and Health Home Summit at the JW Marriott Houston Galleria in Houston, Texas on Thursday and Friday, June 9-10, 2016.  Dr. Cynthia Judice and Ann O’Connell will join me in presenting on Patient and Family Engagement:  Leveraging the Care Team to Promote Improved Coordination and Outcomes.  As many of you know, UTMB advanced our PCMH work in large part due to the 1115 Medicaid Waiver.

I hope you can attend if your schedule allows, and if this conference is of interest to you or your organization’s mission/direction.  The agenda promises to cover a variety of topics that touch on primary and specialty care, including behavioral health integration and telehealth.  Attached is an overview of the meeting, as well as links to the conference website, agenda and fees, and registration.

DSRIP DY5 April Reporting is now open

Good afternoon,

HHSC has begun releasing the guidance and templates for DY5 April Reporting; the HHSC online reporting tool will lock after 11:59 pm on Saturday, April 30th.  As of yet, most of these documents are still listed as pending.

Attached you will find two files sent to us after the Anchor call today

  • Rule Summary 03.30.16 – Any overview of the two “rules packets” in development by HHSC for the Transition Year
  • 20160401TP-Anchor Meeting – the Anchor notes. Please note:
    • Page 1 lists the April DY5 Reporting timeline. HHSC has set a deadline of Friday, April 22nd for any reporting-related questions to be sent to their mailbox.  Please also note the reminder about the HHSC Reporting webinar to be held this coming Wednesday April 6th; RHP 2 will host a supplemental version on Tuesday April 12th for our regional participants.
    • Page 2 gives the latest update on the Compliance Monitoring process.
    • Page 3 updates on the Waiver Extension application and Waiver Renewal Planning (including the regional Performance Bonus Pool).
    • Page 4, under “Clarifications on Proposed Transition Year (DY6) Policy” notes that all projects who were going to have their DY6 valuation lowered from DY5 have already been notified; if you’ve received no such notification the valuations for DY6 will be the same as they were for DY5.
