03/24/17 Anchor Update

Good afternoon Region 2,

Please see the Anchor notes that HHSC issued on Friday below.  Additionally, HHSC has updated the Category 3 summary documents following DY5R2 NMI Reporting, MSLC Updates, and approved DY6 R1 Interim Corrections submitted by the February deadline. Please review the linked documents carefully and contact HHSC if you identify any errors in reporting history, goal calculation, approved subsets or measurement periods.  Contact HHSC by tomorrow, March 29th, with any identified errors so that they can be corrected before finalizing the April DY6 reporting template; failure to check these files and clear up any errors at this time could affect your ability to report achievement and receive payment during the April reporting cycle.  Also note that the RHP Summary File has been updated so that outcomes that moved regions because of project combinations are included under both the associated DY5 and DY6 region.   The Category 3 Summary Workbook and Goal Calculator continues to use DY5 regions and project IDs to generate reporting history summaries.

Clinical Champions

  • We have gotten several questions about the Clinical Champions’ work related to the measure bundles, in particular a concern that the provider perspective won’t be addressed by the Bundle Advisory Teams (BATs).  It is very important to both HHSC and CMS that we have a process for clinical input on potential measures separate from any technical reporting concerns.  The purpose of the BATs is to get clinically-based recommendations for the most appropriate measures for outcome data collection.  There will be a process for all stakeholders to give feedback on the proposed measure bundles, including any provider concerns related to operational challenges, but that will occur outside of the Clinical Champions’ process.  Currently our projected timeline is to release the Measure Bundle Protocol for stakeholder feedback in May.
  • As requested, attached is the list of the Clinical Champions BAT assignments.

April DY6 Reporting

  • Category 4 PPE reports will be sent to hospital providers at the end of March.
  • HHSC will be holding a webinar for April DY6 Reporting on Wednesday, April 5th, from 10:30 a.m. to 12:00 p.m. The April DY6 Reporting webinar will focus on QPI and Category 3.  Log-in information will be sent out and posted on the waiver website as soon as it is available.

DSRIP 03/17/17 Anchor Update

HHSC issued a brief Anchor Update.

  • Related to April reporting,
    • Your Anchor team has volunteered to test the new QPI reporting template.
    • As a reminder, is you have any changes to your organizational contact information and/or users for the online reporting tool, the deadline to make the changes via the regional submission is next Monday (March 27th).
    • For those performing providers currently participating in Category 4, the HHSC files for RD1-3 should arrive via email before the end of March.  Please remember that the Anchor office is not copied on these, so you do need to make sure that the recipient(s) of these files knows what to do with them.
    • Please hold Wednesday April 5th from 10:30-12:00 for HHSC’s DY6 April reporting webinar.  The RHP 2 supplemental webinar will be held on Tuesday, April 11th from 10:00-11:30am to address any additional concerns; Andrew Herndon (atherndo@utmb.edu) will facilitate that session.  Please remember that you can always email a member of the Anchor team to request clarification/guidance regarding reporting.
  • Category 3 – see the attached files from HHSC, Category 3 Summary Workbook and Category 3 RHP Summary.
    • The Cat-3-Summary-Workbook file contains the latest information that HHSC has for each metric, up to an including the interim corrections from January.  Please verify your metric information on or before next Wednesday (March 29th); if there are any discrepancies, please contact HHSC directly, with a CC to Susan Seidensticker (smseiden@utmb.edu).
    • The Cat-3-RHP-Summary files shows the list of all 107 active Category 3 measures in Region 2.  For those providers that combined Category 1/2  projects effective October 1, 2016, please note the updated Category 3 numbering schema for those metrics.

As a reminder, we have a Regional event this week.

  • Friday, March 24th from 10:00am-5:00pm in Levin Hall for the Readmissions Learning Collaborative’s Care Transitions summit.  Registration for that meeting closes today (https://www.surveymonkey.com/r/DDVMBT2) – we look forward to an engaging day with strong multi-organizational representation , including several non-DSRIP providers covering the care continuum.

Just a couple of updates:

 

April DY6 Reporting

  • HHSC is looking for a few Anchors who would be willing to test the DY6 Rd1 QPI Reporting Template. The template should be available early next week for testing. Testing would require quick turnaround, with feedback due by Thursday, March 23rd. If you are interested in volunteering, please email the waiver mailbox.
  • The regional file for HHSC’s semi-annual user/contact update is due back to HHSC on Monday, March 27th. After this deadline, providers will need to submit RHP Contact Change Forms to the waiver mailbox if they need to update their facility’s user access or contact information.

DSRIP Quality Measure Bundle Advisory Teams

As you all know, there is still much to be decided on the structure of the proposed Category C Measure Bundles for DY 7&8.  HHSC is starting from a pared down version of the existing Category 3 list, as well as considering new measures.  The evaluation process will include the use of Bundle Advisory Teams (BATs) to best inform HHSC on which measures best fit the intent of Texas’ DSRIP efforts.

The full list of BATs membership is attached.  I want to take a moment to recognize the Region 2 providers and affiliated personnel who will be participating in this very critical effort, as 80% of available DY 7&8 valuation is proposed to be on Category C.

  • Alison Glendenning-Napoli (UTMB) will be on the Chronic Disease and Care Transitions BAT
  • Susan Holt (Spindletop) will be on the Behavioral Health & Chronic Pain Management BAT
  • Kathy Mechler (Preferred Management Corporation) will be on the Rural Hospitals BAT
  • Jolene Rasmussen (Texas Council) will be on the Behavioral Health & Chronic Pain Management BAT
  • Dr. Joan Richardson (UTMB) will be on the Pediatric and Maternal Care BAT
  • Melissa Tucker (Gulf Coast Center)  will be on the Behavioral Health & Chronic Pain Management BAT

Additionally, Jerry Carnley (Spindletop) and Susan Seidensticker (UTMB’s Anchor Office) will be on the Technical Advisory Team, which is intended to provide feedback to all of the BATs throughout the process.  I can assure you that Susan will continue to be a strong and consistent voice for our Region related to the challenges of data acquisition and validation across the care spectrum.

The timeline provided by HHSC (below) is fairly aggressive, but needed in order to continue the planning process for DY7.  I know that several Region 2 organizations gave HHSC feedback expressing concern about the requirement of a full 12-month baseline corresponding to Calendar 2017 for Category C, and I can assure you that we will continue to advocate that providers have the flexibility to utilize an alternate timeframe to establish baselines.

DSRIP 3/10/17 Anchor Update

Good morning Region 2,

HHSC has provided the attached FAQ in preparation for DY6 April reporting, which will help you determine what deliverables for your organization are eligible to be reported for achievement next month.  For organizations currently reporting on Category 4, be on the lookout for the PPE reports to come from the State before the end of March; as in prior years, these reports will only be sent out one time.

As noted below, we are currently in a window to make additions or deletions on the user list for the online reporting system; if you have any changes for your organization, please email Susan Seidensticker (smseiden@utmb.edu) by COB on Friday, March 24th.

April DY6 Reporting

  • Attached please find the DY6 DSRIP Reporting FAQ document which addresses changes to the DSRIP reporting process for DY6 (e.g., SAR requirements, DY5 carryforward reporting for combined projects and projects discontinued in DY6, reporting templates, etc.). Questions regarding the April DY6 reporting process should be sent to the waiver mailbox at TXHealthcareTransformation@hhsc.state.tx.us.
  • In preparation for April DY6 reporting, HHSC sent out our semi-annual user/contact update this afternoon to help ensure providers have up-to-date access to the reporting system. A regional file is due back to HHSC on Monday, March 27th. Additional instructions were provided in the April DY6 User Update email.
  • Category 4 PPE reports will be sent to hospital providers at the end of March.

Category 3

  • We are looking for a few Anchors who would be willing to test the DY6 R1 Cat 3 reporting template. The template should be available for testing on Monday, March 20th and we would need feedback by Thursday, March 23rd.   If you are interested in volunteering, please email the waiver mailbox.
