RHP2 – 1115 Waiver Public Meeting

Dear RHP2 Performing Providers and Stakeholders:

To be compliant with HHSC’s instructions that were made part of the DRAFT Program Funding and Mechanics Protocol (05/17/2017), RHP2 will conduct two public meetings related to the Texas Healthcare Transformation and Quality Improvement Program (1115 Medicaid Waiver). Additional funding opportunities for both current and prospective Delivery System Reform Incentive Payment (DSRIP) providers within the region will be discussed, including specific allocation requirements set by the State. The regional allocation of additional DSRIP funds for RHP2 is valued at $2,308,000 (all funds) per Demonstration Year (DY), and is expected to align with DY7 and DY8 subject to CMS’ approval of HHSC’s additional 21-month request. RHP2 includes: Angelina, Brazoria, Galveston, Hardin, Jasper, Jefferson, Liberty, Nacogdoches, Newton, Orange, Polk, Sabine, San Augustine, San Jacinto, Shelby and Tyler counties.

Anchor Update 09/30/16

Good afternoon Region 2,

Please see below for the latest update received from HHSC.

  •  The first bullet references the Regional Learning Collaborative plan for DY6A; the feedback that your organization has provided this summer on the efforts to date will be of great help to the Anchor office in completing this deliverable. As our office works to complete that deliverable, we will keep you updated.
  • The second (highlighted) bullet regarding the HHSC website is key – if you have not yet bookmarked their new site, we recommend that you do so now. The redesigned website for HHSC is still a work in progress; if you are having trouble locating something, please reach out to the Anchor office and we will attempt to assist you.
  • The third bullet references the attachment provided, thus providing you with the latest information furnished to CMS by HHSC.
  • For those organizations that had requested Category 3 alternative achievement and/or had NMI responses to the DY6 participation template, we should have HHSC’s decisions by close of business Monday.
  • RHP 2’s Category 3 DY6 Stretch Activity Selection template was submitted earlier this week.

Anchors,

  • Attached is the template for submitting the DY6A Learning Collaborative Plan, which will be due to HHSC by December 15, 2016 (same deadline as the DY5 Anchor Annual Report).
  • We are hoping to get some initial October DY5 reporting documents on the website today.  Please note that our main website page was moved just this morning under a “waivers” subfolder, but the “old” link does redirect to the new link, which is: https://hhs.texas.gov/laws-regulations/policies-and-rules/waivers/medicaid-1115-waiver. We have been told that the rest of our pages will follow suit but will still redirect to their current links, but we will keep you posted.
  • HHSC has submitted to CMS an addendum to Attachment I of the RHP Planning Protocol  for Demonstration Year 6A (see attached). This addendum specifies milestone structure for Categories 1 and 2; includes a DY6A milestone structure for Category 3 measures, as well as DY6A goal calculation, measurement period, partial payment calculation, stretch activities, and the Population Focused Priority Measure (PFPM) Menu; and includes one change related to Category 4 reporting of Optional Domain 6, which is eliminated in DY6A. All of these changes are consistent with the approved PFM. We will also post this on the waiver website.
  • We plan to send notifications about the Cat 3 Alternate Achievement Requests for DY6 and the DSRIP DY6 Participation Templates on Monday, October 3rd.
  • The Category 3 DY6 Stretch Activity Selection Templates are due from anchors to HHSC today, September 30th.

DSRIP DY5 October Reporting Webinar

Good afternoon Region 2,

As we are approaching the end of DY5 on September 30th, this serves as a reminder that the October reporting period is soon to be upon us.

HHSC will be hosting their October reporting webinar on Wednesday, October 5th beginning at 10:00am.  We encourage each organization to attend, as each reporting cycle brings a few changes in process.

Also, please note that the RHP 2 Anchor office intends to host a supplemental reporting webinar on Tuesday, October 11th (time TBD). This will allow our team to answer any additional questions that the providers may have after the HHSC version.  As always, please contact us if you have any questions.

8/19/16 Anchor Update

Good afternoon Region 2:

Below please find the Anchor Updates from HHSC, including two documents related to Category 3 operations in DY6 as well as the newly released Statewide Learning Collaborative (SLC) agenda.

Please note the deadline noted by HHSC for the Alternate Achievement Request Form, in order to adhere to their deadline, we asked that you forward those to us by close of business on Tuesday, September 6th.  Regarding the deadline for Stretch Activity Selections, our office will contact those providers that need to respond to this.

In addition, please see the letter from HHSC to CMS to begin discussions on the longer term extension of the Medicaid 1115 Demonstration Waiver.  Thanks.

Dear Anchors,

Here are a few updates for you this week:

Category 3

Alternate Achievement Requests for DY6

  • The Alternate Achievement Request Form for DY6 has been posted to the waiver website (http://www.hhsc.state.tx.us/1115-Waiver-Guideline.shtml, under the Category 3 section halfway down the page) . Providers with a currently approved alternate achievement request must submit an updated request for DY6 goals. Providers with a P4P QISMC outcome with a baseline below the MPL may also submit an alternate achievement request to change DY6 goals to a 12.5% gap closure towards perfect, similar to a P4P IOS outcome. HHSC will take into account achievement reported as of April DY5 when reviewing these request.
  • The form will indicate eligibility to submit an alternate achievement request based on the above criteria. If a provider believes an outcome should be eligible, but is not showing as eligible in the form, please contact HHSC. One form should be completed for each alternate achievement request.
  • Alternate Achievement Requests should be submitted by Anchors to HHSC by September 9th, along with responses to HHSC comments regarding the DY6 Participation Form.

Stretch Activity Selections for DY6

  • The Stretch Activity DY6 Selection template is attached. This template should be completed by Anchors as it is organized at an RHP level. HHSC is extending the submission deadline for the Stretch Activity Selection Template to September 30th, pending submission of the RHP Planning Protocol updates for DY6. The deadline is being extended so that providers will have a chance to review the PFPM and Stretch Activity menu in the RHP Planning Protocol as submitted to CMS prior to making final selections. Prior to submission to CMS, HHSC has updated the Draft Category 3 operational details document with the detailed PFPM and Stretch Activity menus.

Category 3 Interim Corrections and PFPM Baselines

  • HHSC has completed reviews of Category 3 Interim corrections that were submitted to HHSC by August 11th . We will be notifying providers of approval or any needed follow up the week of the 22nd.
  • HHSC has also completed reviews of PFPM Baseline templates hat were submitted August 15th. We will be notifying providers of approval or any needed follow-up the week of the 22nd.

DY6 DSRIP Rule Set #2

  • Just a reminder that the public comment period for the second set of DY6 DSRIP rules, which closely mirror the DY6 Program Funding and Mechanics (PFM) protocol language, ends August 29, 2016.   These rules were published as proposed in the July 29, 2016, issue of the Texas Register, and are available here – http://www.sos.state.tx.us/texreg/pdf/backview/0729/0729prop.pdf.
  • Please note that the public hearing date listed in the initial Texas Register posting is inaccurate.  The public hearing on these rules will be held on August 26, 2016, at 9:00 AM at HHSC, Brown Heatly Building, Public Hearing Room, 4900 N. Lamar Blvd., Austin, TX.   The public hearing will be webcast.

2016 Statewide Learning Collaborative

  • The Statewide Learning Collaborative is right around the corner!  Thank you to all of the anchors for facilitating reservations for all of your providers.  Attached is the final agenda!
  • HHSC has arranged for the Statewide Learning Collaborative Summit to be available for viewing on-line, in real time, in order to allow all interested individuals to watch the proceedings.  To access the Summit via webcast on August 30th and/or 31st , please click on the Summit Webcast link: https://player2.streamspot.com/?playerId=92a4a38d. The webcast will only stream the sessions that are occurring in the Grand Ballroom.  A test stream will be available on August 22 – 24 each day between the hours of 8:00AM and 10:00PM at the same link (https://player2.streamspot.com/?playerId=92a4a38d) in order for viewers to troubleshoot any firewall issues prior to the Summit.  If issues are encountered during the test stream, we recommend facilities wanting to watch the Summit open up the ability to offer streaming through their firewall and test again to make sure it is working. When you access this site during the test period or the Summit hours, please press play to begin watching on-going sessions. If at any time a participant leaves the webcast and returns later, you will need to click on the same link and press play to re-join. During the webcast, participants may submit questions through an online chat function. Questions will be answered after the Summit concludes.
  • We will send the SLC agenda and livestream link to our provider distribution list and post on the website, but feel free to also share with your providers.

7/22/16 Anchor Notes

Good morning Region 2,

Please see the attached for the information received after the Anchor call with HHSC last Friday. Please note that:

  • HHSC has provided a draft copy of the Statewide Learning Collaborative agenda.  If your organization plans to send representation but have not yet registered, the cut-off date is August 8th.
  • From the Anchor notes:
    • HHSC will be uploading an amended copy of the Category 3 summary workbook, which will reflect some changes in DY5 & DY6:
      • Targets for selected outcomes under Outcome Domains 10 & 11.
      • New Category 3 IDs have been issued for projects being transferred over from other Regions.
    • HHSC will issue feedback to the Anchors beginning August 26th on the DY6 participation templates; if there are any NMIs from that, our office will coordinate with the appropriate provider(s).
    • HHSC is holding a public hearing in Austin on August 26th on DY6 Rule Packet #2 (webcast will be available).

I’ve also attached a map that shows the Medicaid managed care Service Delivery Areas overlaid with the waiver RHPs, which you and your providers might find useful. We will get it posted soon on the waiver website.

Regarding the updated regional community needs assessment, the PFM states it will be due in June 2017 in order for an anchor to receive the DY6A Anchoring Entity allocation.
