RHP 2: Awards for Unallocated Funds

Good afternoon,

As you all are aware, HHSC provided $2,308,000 (all funds) for both DY7 and DY8 to RHP 2 to bring our regional allocation up to its full allotment. A process for applying for these funds was developed by the Anchor team, which was then shared at the two public meetings held in the month of September. Six organizations made requests for these funds, and with the approval of our Regional Steering Committee, I am pleased to announce that the following allocations will be made:

• Angelina County and Cities Health District: $446,161.76 (new performing provider to DSRIP)
• CHI Memorial: $743,602.94 (new performing provider to DSRIP)
• Woodland Heights Medical Center: $495,735.29 (new performing provider to DSRIP)
• Burke: $300,000.00
• Liberty Dayton Regional Medical Center: $100,000.00
• Tyler County Hospital: $222,500.00

Please join me in welcoming our three new performing providers to DSRIP.

The impact felt in the service areas of existing DSRIP performing providers has been notable, and I am confident our regional efforts under the next iteration of the Waiver will continue to show improvements for the populations we serve. Our Anchor team will coordinate with HHSC to formalize the updated valuations and will keep everyone apprised of the requirements going forward. Thanks.

1115 Waiver Updates

Good morning RHP 2:

Please see the e-mail below regarding the attached disallowance letter.  Note that this does not affect RHP 2, but we wanted to share for your information.

Also, attached please find the Uncompensated Care Study report required by the standard terms and conditions of the 15-month 1115 Waiver Extension. The report was submitted to CMS on August 31st.

In addition, please note HHSC’s new website address below.  They are still undergoing upgrades to its webpages; so, the SLC slide deck information is not yet available.  Feel free to bookmark the link for future reference.

Subject: CMS Disallowance Letter

 

Good afternoon. In case you have not heard, CMS sent a disallowance letter to HHSC earlier this week based on its claim of an unallowable use of provider related donations. Our understanding was that CMS had agreed to give the state until 9/2017 to come to an agreement on funding. We’ll share more as this moves forward. Note that the state can retain the money during an appeal process.  The Executive Commissioner indicated that HHSC will appeal.

The Health and Human Services Commission received the attached letter from the federal Centers for Medicare & Medicaid Services (CMS). The letter gives notice of a disallowance in the amount of $26.8 million and affects both Dallas and Tarrant counties. Specifically, CMS takes exception with certain funding arrangements it believes constitute the unallowable use of provider-related donations. HHSC will be challenging this decision.

The Executive Commissioner has notified both Parkland and John Peter Smith hospitals directly. HHSC will update you with information about this important matter as it becomes available.

RHP 2 — Learning Collaborative survey link (please complete by July 22nd)

Good morning,

As I mentioned during the Regional meeting last week, we are asking for feedback from all of our Performing Providers on the Learning Collaborative structure (including what you’d like to see us focus on in the future).

RHP 2 – DY6 Participation Template

Good afternoon,

HHSC has just wrapped up their webinar on the DY6 Participation Template.  As noted there, this is an ANCHOR-level submission, so the deadline for you to return the completed template to our team is COB on Tuesday, July 19th.  Jennifer Woodard (jnwoodar@utmb.edu) will be coordinating the Regional submission, so please send the completed files to her. This will give us enough time to ensure that any questions about the content have a chance to be addressed prior to submitting to HHSC.

As a reminder, we will be hosting a Regional supplemental webinar on the HHSC-mandated DY6 Participation Template process on Thursday, July 7th at 10:00am CT.  Please come with your questions!

RHP 2 Meeting Agenda-Friday, July 8, 2016

Dear RHP 2 Providers & Stakeholders:

We will hold a regional meeting on Friday, July 8, 2016, from 9:30 am-2:15 pm (CST) in the Research Building 6 on UTMB’s main campus located at 301 University Boulevard, Galveston, Texas, 1st floor Research Building 6, 1.206.  Please note, the Administrative garage is now closed to public parking.  Public parking is available in the garage labeled Hospital Garage, located off 6th and Harborside Drive.  Below is the link for the UTMB campus map.  For viewing the link, it is recommended that you use Google Chrome or Mozilla Firefox.

During this meeting, we will be discussing several different topics related to the DY6 transition year and the opportunities for renewal/extension of the 1115 Waiver.  We are pleased to have Ardas Khalsa, the Deputy Medicaid CHIP Director, Healthcare Transformation Waiver, joining us for this meeting.  Ardas is a key player in Texas’ negotiations with CMS for DSRIP and UC.

RHP 2: Reminder of Key DSRIP Reporting Dates

Please be reminded that today Friday, April 22nd is the HHSC deadline to submit April DY5 general reporting questions to the HHSC mailbox: TXHealthcareTransformation@hhsc.state.tx.us

The deadline for submission of Category 3 questions has passed.

If you have not done so already, the Anchor Office encourages you to review your information as soon as possible so that you can get any questions in to HHSC ahead of their deadlines.
